The transportation sector accounts for the largest portion of greenhouse gas (GHG) emissions compared to all other sectors, and GHGs are once again on the rise. At the same time, new mobility technologies are being introduced and fully autonomous vehicles (AVs) are anticipated to be deployed, at least to varying extents, within 5-10 years. (Waymo, Google’s self-driving project, is already operating a limited robotaxi service in Phoenix, AZ with a fleet of AVs.) AVs have the potential to improve safety, reduce congestion, and increase mobility— but they could also increase congestion, increase vehicle miles/ kilometers traveled (VMT/VKT), and erode transit, walk, and bike mode share, exacerbating existing conditions. The cities of Portland, OR; Seattle, WA; and Vancouver, BC have adopted climate action plans with the goal of dramatically reducing GHG emissions. This policy brief is intended to help the three cities better understand how AVs may help or hinder them in achieving their goals, and what recommended actions to take at this critical moment in time.
This purpose of this report is to help the cities of Gresham, Oregon and Eugene, Oregon understand the potential impacts of new mobility technologies – with an emphasis on autonomous vehicles (AVs) – and prepare a policy response. While Gresham and Eugene are case studies, it provides communities of all sizes information on how new mobility services could impact their communities and what they can do about it, from broad strategies to specific policy responses. While this work focuses on the various new mobility and goods delivery services that currently exist, the framework that is discussed here is also applicable to emerging technologies that haven’t yet been introduced, such as AVs.

The City of Baltimore launched a six-month dockless mobility pilot program on August 15, 2018. After evaluating trip data, community surveys, and injury reports, city planners recommended in this report that the City of Baltimore permanently integrates dockless bicycles and e-scooters into its transportation network.
The City of El Paso, Texas adopted a set of Shared Use Mobility Device Rules and Regulation on May 1, 2019. Included in the rules and regulations document are permit requirements for participating in a pilot program.

This report evaluates the Massachusetts Bay Transportation Authority's "The RIDE" pilot project. The pilot project, which is still in operation today, is an example of a public-private partnership, where the MBTA subsidizes ADA paratransit rides provided by Uber, Lyft, and Curb their traditional ADA paratransit customers. The analysis and modeling in the report is based off of data provided by the MBTA stretching from the pilot's start date in October 2016 through March 2018.
"The Pinellas Suncoast Transit Authority (PSTA), in Pinellas County, FL, was the first transit agency in the US to sign a service provision agreement with a transportation network company (TNC) to offer joint first/last-mile service subsidized by public dollars. PSTA’s “Direct Connect” pilot allows riders to get to and from bus stops in a taxi, wheelchair-accessible vehicle (WAV), or Uber TNC vehicle at a subsidized rate. PSTA’s overall experience developing, managing, and adapting the Direct Connect pilot provides insight into what transit agencies can expect when working with on-demand service providers. While operating on a larger scale, in a denser environment, or with a different ridership base may have offered different lessons in implementation, the Direct Connect pilot’s service design shows what is necessary for a successful launch of a pilot program: good data and transparency from all parties, as well as concrete plans for outreach and evaluation."

This report examines how urban living affects residents’ mental health and happiness, and ways to use this information to create saner and happier cities. Some often-cited studies suggest that urban living increases mental illness and unhappiness, but a critical review indicates that much of this research is incomplete and biased, and the issues are complex, often involving trade-offs between risk factors. City living may increase some forms of psychosis and mood disorders, drug addiction, and some people’s unhappiness, but tends reduce dementia, alcohol abuse and suicide rates, and many people are happier in cities than they would be in smaller communities. This report examines specific mechanisms by which urban living can affect mental health and happiness, and identities practical strategies that communities and individuals can use to increase urban mental health and happiness. This analysis suggests that it is possible to create sane and happy cities.

Depending on the route characteristics, Electric Assist (EA) cargo bicycles may serve as an economically viable alternative to delivery trucks. This University of Washington (UW) study focuses on a strategy to manage TNC driver stops when picking up and dropping off passengers with the aim of improving traffic flow in the South Lake Union (SLU) area. SLU is the site of the main campus for Amazon, the online retail company. The site is known to generate a large number of TNC trips, and Amazon reports high rates of ride-hailing use for employee commutes. This study also found that vehicle picking-up/dropping-off passengers make up a significant share of total vehicle activity in SLU. The center city neighborhood is characterized by multiple construction sites, slow speed limits (25 mph) and heavy vehicle and pedestrian traffic.

When ride-hailing services stormed into cities in the 2010s they offered a grand utopian promise: By tapping into America’s vast reservoir of idle vehicles, on-demand, app-based rides would reduce the need for personal car ownership and ultimately remove cars from the road. In an era dominated by ongoing urbanization and rising e-commerce, the efficient delivery of goods within cities becomes a major challenge. As a new element of urban logistics, we discuss the potential of autonomous unmanned ground vehicles (AUGV) regarding the last mile delivery of shipments to customers. We propose an optimization model to minimize the delivery costs of urban shipments using AUGV. Simultaneously, best locations from a set of existing stations are selected for AUGV positioning and optimal route determination. With our developed Location Routing Problem, we provide decision support for parcel service providers, city authorities, and other relevant decision makers. Regarding the Green Information Systems domain, we tackle the lack of solution-oriented research addressing a more sustainable and locally emission free supply of goods within urban areas.
Ten years into the race to build self-driving cars, many developers, analysts and even venture capital firms say robot cars won't go mainstream for another decade or more.

Forth, a Portland-based mobility group, will receive funding for the Clean Rural Shared Electric Mobility (CRUSE) Project from the U.S. Department of Energy for Advanced Vehicle Technologies Research. The CRUSE Project seeks to demonstrate that round trip plug-in electric vehicle (PEV) carsharing can serve rural communities while benefitting low income residents and local businesses. This project will bring the carsharing model to rural communities, where private investment might otherwise never go.
E‐commerce has become an integral part of Americans’ lives and while it offers many benefits, it also represents forgone sales tax revenue for governments. Using a difference‐in‐differences model, this analysis examines how the Amazon tax affected local sales tax collections in North Carolina and whether that impact has been greater for urban, rural, or tourism‐rich counties. The results suggest that the Amazon tax increased revenues and urban jurisdictions benefit most. This finding is important for practitioners and policymakers as they consider the impact of policy changes, such as the South Dakota v. Wayfair ruling, on revenue capacity and financial management.
