Baltimore City Dockless Vehicle Pilot Program Evaluation Report

The City of Baltimore launched a six-month dockless mobility pilot program on August 15, 2018. After evaluating trip data, community surveys, and injury reports, city planners recommended in this report that the City of Baltimore permanently integrates dockless bicycles and e-scooters into its transportation network.

Key findings

This report features a very thorough evaluation of safety and injury during the pilot period. Injury data is not frequently included in pilot evaluation reports.

The City estimates that during the pilot, 738,150 pounds of carbon emissions was avoided due to mode shift from personal vehicles to dockless bikes and e-scooters.
