Buffalo Becomes First City to Bid Minimum Parking Goodbye

Buffalo has become to first major city to completely remove its outdated minimum parking requirements citywide.

Key findings

The city council unanimously passed the Buffalo Green Code, which rewrote the land-use and zoning regulations to follow “form-based zoning,” a concept that emphasizes the relationship between public space and buildings.

Buffalo had followed conventional car-centric zoning codes since the 1920s, resulting in a downtown devoted to parking and space for cars.

Critics of the Green Code are concerned about gentrification as the city pushes for urban revival and increasing property values.
